I've been buying a business-class HP laptop for my users that used the Core2Duo P8600 2.4GHz processor. That model is no longer available and I'm now looking at a unit with a Core i3-350M 2.26GHz CPU.

Yes. All Core 2 Duos are 64-bit. Of course, some computers may be sold with Vista x64, so that might be why it was emphasized in the specs.
