What We Do - DNI
• Maintain the national repository of known and suspected terrorists. • Manage a Joint Operations Center to provide unique insight and situational awareness of developing terrorism-related worldwide issues and events.
Director NCTC - DNI
Don M. Holstead has served as NCTC's Acting Director since January 2025, after joining NCTC as its Deputy Director in March 2024. Prior to that, he spent 20 years at FBI, most recently serving as Deputy Assistant Director of its Counterterrorism Division.
National Counterterrorism Center - DNI
He has diverse counterterrorism experience against ISIS, al-Qa’ida, and Iran; has established and enhanced partnerships with State, Local, Tribal, and Territorial elements; and has managed processes to use bulk data to score the risk threat actors pose.

While there is no universally accepted transliteration of Arabic names and terms, this edition of the Counterterrorism Calendar adheres to a transliteration system that is generally used throughout the US Government. In this system, the letters “u” and “a” are preferred over “o” and “e.”
I am pleased to present this overview of the National Counterterrorism Center (NCTC), which describes our history, function, and impact. NCTC was borne out of a post-9/11 world in which the United States Government (USG) reorganized and restructured the Intelligence Community (IC) in order to protect and secure our nation from terrorist attacks.
