The Architect of the Capitol fulfills all flag requests from members of the United States Senate and the House of Representatives. Flags are flown daily year-round, weather permitting, excluding Thanksgiving Day, Christmas Day and New Year's Day.

In the Chamber, the fasces are symbols of the authority of the U.S. House of Representatives as part of the Congress. The U.S. Flag has traditionally been located behind the Speaker’s chair on the rostrum. The flag is furnished by the Clerk of the House.
