Vladimir Putin made an executive decision on Thursday to allow actor Steven Seagal to become a citizen of Russia. For years Seagal has submerged himself in Russian culture, including tours of Kremlin-backed leaders in Chechnya, Belarus, and Kyrgyzstan. In Belarus, he was even fed a carrot by Alexander Lukashenko.
